A Case Study and Implications of Small-scale Multifunctional Home Care Center in Japan

Abstract

This study attempts to find out the implications of Korea's small - scale multifunctional home care service which is the core of Japan's long - term care insurance reform since its institutionalization in 2006. Small-scale multi-functional home care service, an intermediate form of facility and home, is an elderly caring home service model that strengthens consumers' self-selection in a way that elderly people stay in a stable area for a long time and appropriately combine required services. Japan has been reforming its efforts to enhance the sustainability of aged care services and strengthen ¡®aging in place¡¯ through the introduction and universal spread of small scale multi-functional home care services. Small multi-functional residential care facilities are characterized by the strength of providing customized integrated services to enable users to select their own, and by operating a subscription and inclusive license for operators. This study provides an in - depth analysis of the actual cases of operation of small scale multi-functional home care centers and provided implications for Korea 's long-term care policy, especially introduction of Integrated home care service to pursue policy goals of strengthening ¡®aging in place¡¯ and enhancing sustainability as in Japan.
